Aid to Localities Spending Plan Guidelines

The Aid to Localities Spending Plan Allocation Guidelines is a collection of the rules that govern the expenditure of Aid to Localities funds whether allocated through a state aid letter to a county or through a direct contract with the Office of Mental Health (OMH). OMH issues a new version of the guidelines for each state fiscal year. They take effect in New York City on July 1 of that year and in Upstate and Long Island on January 1 of the following calendar year. They remain in effect until such time as a new issuance occurs.

You may obtain a printed copy of the Guidelines by contacting the Bureau of Community Budget and Financial Management Group, by telephone at (518) 474-5968 or by e-mail. The requestor is responsible for the cost associated with printing the Guidelines.

Unless otherwise specified in an OMH funding source packet, the Fiscal Policy Control Points outlined in the Aid-to-Localities Fiscal Contracting Guidelines apply to all direct contract and subcontract agencies that receive Aid to Localities funds from the Office of Mental Health. If there is no specific funding source packet for a funding source listed on your contract summary (e.g. 162 Geriatric Mental Health Act, 164 Suicide Prevention) the fiscal policy control points in the Aid-to-Localities Fiscal Contracting Guidelines will apply to that funding source.
